Tom Scheibelhut

Tom Scheibelhut, CFA

Managing Principal

Tom Scheibelhut is the Managing Principal of CEM Benchmarking Inc. His commitment and practical approach to providing accurate benchmarking information for our clients is the driving culture of the firm. Under Tom's leadership, CEM has introduced several new benchmarking services and expanded globally. Tom's articles have featured in leading journals and magazines. His article on organization design and performance was published in the Financial Analysts Journal. His articles on the characteristics of top performing pension systems have featured in Canadian Investment Review. He is also a frequent speaker at various industry conferences.


Sandy Halim

Sandy Halim, CFA


Sandy Halim is a Principal at CEM.  She joined CEM in 1993 and was involved in the day to day operations for 16 years in all areas including client service, product development, printing and analysis, especially in the early days when it was just her and Tom.   She is also the principal architect of CEM’s Defined Contribution product.   She has recently returned to CEM, after a sabbatical where she continued to stay involved as a Board Member.  Sandy graduated from the University of Toronto, is a chartered public accountant and CFA charter holder. 



Mike Heale

Mike Heale, MBA


Mike Heale is a Principal at CEM with a primary focus on global business development and client service within the U.S., Europe and Asia. Prior to joining CEM in 1997, Mike had twelve years of extensive marketing experience in the pension and life insurance industry. Over the years, Mike has led the firm's major client growth and market expansion initiatives. Mike started his career in education as a basketball coach and lecturer at Laurentian University and has an undergraduate degree in Physical and Health Education from Laurentian. He is also a holder of an MBA from the University of Western Ontario and is a frequent speaker at various industry conferences.

Sandy Halim

Edsart X. Heuberger

Director, the Netherlands

Edsart Heuberger is a Director at CEM Benchmarking with responsibility for business development and client service in the Netherlands. Edsart joined CEM in 2008 as an analyst on the Pension Administration team. He later worked as a senior analyst on the Investment team. He has an intimate and quantitative understanding of CEM Benchmarking's investment and pension administration services and database, and will continue to conduct and support administration and investment research. Edsart has a Master of Science in supply chain management from Erasmus University Rotterdam, the Netherlands.




Kam Mangat

Kam Mangat, MBA, CFA

Vice President

Kam Mangat is a Vice President at CEM with responsibilities for research, consulting, client service and business development.  Kam has over 15 years of experience in various roles spanning technology, pension consulting and capital markets.  Prior to joining CEM in 2016, Kam worked in capital markets as a sell-side analyst covering the Industrials and Special Situations space.  Kam holds a Bachelor of Commerce from the University of Toronto, has earned the right to use the Chartered Financial Analyst designation, and is a graduate of the University of Western Ontario, The Richard Ivey School of Business MBA program.


Paul Martiniello

Paul Martiniello, IMBA, CIM®


Paul Martiniello oversees the business development and client service for CEM's Latin American pension investment and administration benchmarking business. Additionally, Paul manages client relationships for some North American clients in each of CEM's services. Paul has over 20 years of experience working within the Pension and Investment industry both in Canada and Latin America. He has held various roles providing him a broad experience in operations, risk management, M&A, financial advice & planning and asset management. Paul holds a Bachelor of Commerce in Finance from Ryerson University, is a Chartered Investment Manager (CIM) and a graduate of the Schulich School of Business International MBA program where he specialized in Finance with a regional focus on Latin America.

Paul Martiniello

Michael Reid, FSA, FCIA

Vice President

Michael Reid is a Vice President at CEM with client relationship responsibility for several clients in each of CEM's services. Prior to joining CEM in 2017, Michael had a 16-year career in a wide range of roles within the pension industry most recently as a Managing Director at Manulife Asset Management where he worked with institutional investors in developing liability driven and real asset investment strategies.. Michael spent the first 10 years of his career as a pension actuary and consultant in progressive roles at Towers Perrin and Mercer after which Michael joined Manulife where he headed the internal pension team with responsibility for the end to end governance of Manulife’s global internal pension arrangements. Michael served as a member of Manulife’s U.S. Pension and 401k investment committee and was secretary to Manulife’s Canadian and US pension committees. Michael holds an HBSc in Statistics and Actuarial Science from the University of Western Ontario.


John Simmonds


John Simmonds, MBA FPMI


John Simmonds is a Principal at CEM with responsibility for business development and client service in the UK and Ireland.  John has worked in the pension industry for over 30 years and counts many of the UK’s largest pension schemes as clients.  He is a Fellow of the Pensions Management Institute (FPMI) and has a Masters in Business Administration (MBA) from Warwick Business School. He previously worked for Deloitte and Arthur Andersen.  He has written for numerous pension publications, featured in the UK national press and is a regular presenter at industry seminars.  




Alan Torrance

Alan Torrance, MBA


Alan Torrance is a Principal at CEM with responsibilities for business development in North America, New Zealand and Australia. Alan joined CEM in 2006 bringing with him 20 years of experience in the pension and institutional fund management business. He has extensive experience providing measurement, analysis and benchmarking of investments and management decisions. Alan has worked for two of the world's largest custodian banks as well as specialist firms in product management, client relationship management, and business development roles. Alan holds a Bachelor of Economics and a Masters of Finance and Banking.
